William Davis Homes is undertaking public consultation on plans for a landscaped led, residential development of up to 225 homes, including affordable housing, extensive publicly accessible open spaces, green walking routes, children’s play areas, and providing improvements to existing infrastructure. The site is situated adjacent and sympathetically to the core of Barrowby, Land west of Grange Paddock. The site is accessed from Grange Paddock, with an emergency access off Casthorpe Road.
The site extends to approximately 36.76 acres and comprises two agricultural fields. The location of the site is sustainable and provides excellent public transport links to Grantham.

A SUSTAINABLE LOCATION
The site is well located for residential development, with ease of access by foot or cycle to existing facilities and amenities in Barrowby and excellent access to Grantham. The site directly abuts Casthorpe Road at the northern boundary of the site and Grange Paddock on its eastern boundary. Low Road provides the main vehicular route through the village and towards the A1 and A52. Both the A1 and A52 are easily accessible in relation to the site location.
The site is sustainably located and within a 15 minutes walk to a range of amenities such as Bistro’s, Barrowby Primary School, Public House (The White Swan), The White Swan Bus Stop, convenience store and the Village Hall.
PLANNING BACKGROUND
South Kesteven District Council are currently reviewing and updating their Local Plan. They have recently consulted on the Proposed Housing and Mixed-Use Site Allocations. The Council have had to reconsult on the Regulation 18 Plan, seeking additional sites to meet the increased Local Housing Need as a result of the changes from the Government. The Council presently have a shortfall on the minimum supply of homes required to cover a five-year period.
The first draft of the Neighbourhood Plan for Barrowby has recently been consulted upon and is understood to be being progressed.
The site is being promoted for the Local and Neighbourhood Plans and is able to assist in meeting the Council’s housing need.
OUR PROPOSALS
OUR PROPOSALS INCLUDE:
- A residential development of up to 225 new homes;
- Provision of a wildlife / habitat area;
- A variety of house-types to reflect the Council’s housing requirement mix;
- 30% of the new homes provided as affordable housing;
- Vehicle access from Grange Paddock;
- Emergency vehicle access only from Casthorpe Road;
- Pedestrian and cycle links;
- Areas of public open space and walking routes through the site;
- Open space areas for play;
- Sustainable Drainage Systems with opportunities for wildlife;
- Retention of key views to the wider area;
- Landscaped led scheme to complement existing characteristics of Barrowby.
- The design proposals for the site have been carefully designed to take into consideration both the present and future context of the site. The southern parcel of site is proposed as open space area to protect the existing rural characteristics of the village and views towards the village.
- The development has been designed with accessibility in mind to improve and incorporate the existing Public Rights of Way into the scheme and provide improvements for existing and future residents.
- Existing trees and hedgerows are retained wherever possible, and the scheme has been designed to reflect the constraints. Coverage of trees is to be provided in accordance with the Council’s specification to the southern parcel of the site.
- Areas of public open space are proposed around the site and include areas for play and opportunities for environmental enhancements such as the wildlife habitat and the proposed attenuation basin.
- The new houses are likely to be of a “traditional” character and the proposals will include a choice of building materials informed by local character.
COMMUNITY INFRASTRUCTURE
Policy ID1: Infrastructure for Growth of South Kesteven District Council Local Plan sets out that developers will be expected to make up the necessary infrastructure provision for the local communities affected either by direct provision or through a proportionate contribution towards the overall cost of the provision of local and strategic infrastructure required by the development either alone or cumulatively with other developments.
The following are likely to be requested to be delivered as part of the application:
- Affordable housing
- Local bus services infrastructure enhancements
- Contributions to improvements to health facilities
- Contributions towards improvements to education provision locally
- Improvements to Grange Paddock Access
- Improvements to the Public Rights of Way to the east of the site
KEY ASPECTS
ACCESS AND
TRANSPORT
Vehicle access to the site is proposed from Grange Paddock and an emergency vehicle access only via Casthorpe Road. The provisional access designs can be seen below.
Footways will be provided on either side of the site access within the site. Additionally, a network of pedestrian routes will be provided within the site to provide links to the existing local highway network to the north and south of the site, connecting to the local services and facilities.
AFFORDABLE
HOUSING
The proposed development will deliver 30 percent affordable dwellings which will range in size from 1-4 bed homes.
The tenure of the affordable homes will be discussed with the Council’s Housing Officer but is likely to include a mix of rented, shared or first homes.
GREEN INFRASTRUCTURE / ECOLOGICAL ENHANCEMENTS
The scheme is landscape-led, sympathetically designed to be absorbed within the surrounding landscape and respect viewpoints, with extensive open space, green infrastructure and tree planting. The scheme is designed to deliver a biodiversity net gain, exceeding the minimum required 10%.
NEXT STEPS
A planning application is expected to be submitted shortly. Pre-application advice has been sought from South Kesteven District Council. Following the submission of the planning application, South Kesteven District Council will undertake a period of statutory consultation on the application. At this stage you will have the opportunity to submit your comments on the application to the Council before a decision is made. It is expected that the application will be determined by the Council later in Spring 2026.
